CLEARWATER, FLORIDA, UNITED STATES, December 31, 2018 /EINPresswire.com/ — The Florida chapter of the international mental health watchdog, Citizens Commission on Human Rights (CCHR), is asking policy makers to change how the mental health law is applied to children and teens to protect them from unjust involuntary psychiatric examinations.

According to the most recent report released by the Baker Act Reporting Center, there were over 32,000 involuntary psychiatric examinations initiated on children in Florida during 2017. The mental health law for the state, commonly called the Baker Act allows for a person of any age to be taken into custody and transported to a psychiatric receiving facility for examination and this includes children as young as two years of age. [1]

With it being disclosed during a meeting of the Baker Act Task Force in 2017 that 30 percent of the minor Baker Acts in Pinellas County alone did not meet the criteria, CCHR believes adoption of policy to bring parents and guardians into the process before a child is put through the trauma of a Baker Act only makes sense. [2]

Over the past few years CCHR has helped to make changes to the Baker Act specifically for the purpose of protecting children including changes in how long a Baker Act Receiving Facility has to initiate an examination on a child reducing it from 72 hours to 12 hours. Stating that the trauma experienced by a child, especially a very young child, needs to be taken into consideration by those who have the authority to send children for an involuntary psychiatric examination, CCHR is asking policy makers to amend the law to clearly spell out the procedure for Baker Acting a child.

“The Baker Act is being used incorrectly. A large number of children who do not meet the criteria are unjustly being Baker Acted and this abuse comes with long term ramifications for that child and the family,” stated Diane Stein, President CCHR Florida.

Currently parents and legal guardians are being left out of the process only finding out that their child has been Baker Acted after initiation and usually after the child has been transported by law enforcement to a psychiatric facility. CCHR believes that this is a rights violation, a belief that is shared by Sheriffs, Police Chiefs and even School Districts across Florida.

Since 2017, CCHR has been working to educate those granted the power to initiate a Baker Act on why a parent or guardian should be brought into the process before initiation resulting in county and city level policy changes, mostly within law enforcement, to contact the parents of a child before initiating a Baker Act.

“This policy adoption is helping to protect children and reducing the number of illegal Baker Acts where a child does not meet the criteria to be sent for involuntary psychiatric examination,” said Ms. Stein.

CLEARWATER, FLORIDA, UNITED STATES, December 31, 2018 /EINPresswire.com/ — According to the Citizens Commission on Human Rights (CCHR) an investigation into the link between psychiatric drugs and violence is long overdue when you take into consideration that between 2004 and 2012 the FDA received a staggering 14,773 reports of psychiatric drugs causing violent side effects.

With the Center for Disease Control and Prevention (CDC) reporting that gun deaths in 2017 were the highest in almost 50 years at 39,733 many officials turned toward laws to restrict access to firearms in the United States following such tragic events as the school shooting in Parkland, Florida. However, this statistic paints an entirely different picture when viewed with another alarming trend, the surge in the number of Americans taking dangerous psychiatric drugs. [1]

Studies show that an estimated 40 million Americans take psychiatric drugs, antidepressants being the most common, and that from 1996 to 2013 the number of people filling a benzodiazepine prescription increased by 67 percent. Unlike the well-publicized opioid crisis, which has seen a 20%, decrease in prescribing every year since 2012, the prescription of benzodiazepines continues to rise. It is also known that of the nearly 410 psychiatric drug warnings, 27 warn of violence, aggression, hostility, mania, psychosis or homicidal ideation and 49 warn of self-harm or suicide/suicidal ideation. [2] [3] [4]

Even despite a review of the Food and Drug Administration’s Adverse Event Reporting System, which found that antidepressants and several other psychotropic drugs can trigger violence, this connection is not being taken into consideration by officials who instead focus on gun control and greater access to mental health services which all too often means simply more people on the very drugs that have been linked to violence. [5]

For the past 20 years, CCHR has been investigating and exposing the correlation between mass murder, violent crime, suicide and psychiatric drugs. During this time CCHR has reported that those taking or withdrawing from psychiatric drugs have committed at least 36 school shootings and/or school-related acts of violence. [4]

CCHR is urging lawmakers to look into the connection between psychiatric drugs and the deadly events that transpired across the country in 2018 due to the fact that between 2004 and 2012 the FDA’s safety information and adverse event reporting program, known as MedWatch, received a staggering 14,773 reports of psychiatric drugs causing violent side effects, including 1,531 cases of homicidal ideation/homicide, 3,287 cases of mania, and 8,219 cases of aggression. The group claims that the ads educate the public about the animals we use, prompting them to research the issues for themselves and supporting them to go vegan with a free vegan guide.

The campaign includes a new ad that questions the notion of personal choice with photos of farmed animals next to the statement ‘it’s not a personal choice when someone is killed: use plants, not animals.’

The group, renowned for its fact-based advocacy, attracts a lot of public attention both from members of the public as they become aware of how other animals end up as food, clothing and even in our cosmetics and cleaning products, as well as attention from the industries that profit from using other animals. Unsurprisingly those industries have complained about the ads in an effort to silence and stymie the group’s efforts.

Following on the success of the group’s win in 2017, when the advertising watchdog approved the ‘milk is inhumane’ advert despite complaints from the dairy industry, they made another breakthrough in 2018 when the same watchdog approved the claim that animal research is torture.
The Advert and Complaint

The ASA decision followed a complaint about a Go Vegan World public information advertisement on a UK bus featuring a mouse holding onto a human hand, accompanied by the text “They Trust Us, We Torture Them for Research”.

A medical scientist asserted that it was misleading to say that we torture animals for research, because “scientific” research is regulated in the UK. However, Go Vegan World provided the ASA with evidence of the torture of millions of animals through research in the UK every year, even according to official statistics and legislative definitions.

The Ruling

The ASA agreed with Go Vegan World that there was sufficient evidence to support their use of the word “torture”.

Commenting on the finding, Sandra Higgins, Director of Go Vegan World, stated

“Animal experimentation is the stuff of nightmares. We should not support it, any more than we should support killing other animals for food or any other use.

Research shows that most people disagree with frivolous experiments that cause harm, but many believe that experiments conducted on animals in the UK are necessary to address life-threatening human conditions; that is not the case. In fact, most experiments are unreliable because the results are not applicable to humans. Many of them are conducted for frivolous reasons and lack scientific validity. A 2017 analysis by the British Medical Journal cited a “systematic failure” to faithfully report the results of animal tests in order to secure funding and permission for human trials. Even in cases where there is a benefit to humans, we are morally obliged to find alternatives that do not involve using other animals.”

“Most people are against torturing animals. If we are opposed to torture, we should refuse to support it. If we buy products that have been tested on other sentient animals or that contain “ingredients” taken from their bodies, we are paying others to use and kill them for us.
For the most part, it is very easy to find products that are vegan friendly. However, at the moment our law requires that all medication be tested on animals. This must be changed. Experimentation on animals is morally wrong, does not produce useful data for humans and there are excellent alternatives that do not involve torturing other animals.”

In a legal area with increasing regulatory oversight, companies dealing with personal or sensitive information must keep up with the latest development in data protection. Although securing customer data and ensuring compliance with protection obligations is obviously critical, another important aspect of data protection is ensuring appropriate response in case of an actual data breach.

A company’s obligations in case of data breach is now regulated by law in all 50 U.S. states and the District of Columbia. All states and DC now have data breach notification laws on the books, requiring companies to timely notify consumers of the breach. Furthermore, recent trends continue toward expansion of information covered by these data protection and strengthening of consumer protection.

The newly enacted General Data Protection Regulation (“GDPR”) in Europe is a major development in the field of data protection. GDPR is one of the most expansive data protection laws in the world. With the passage of GDPR and increasing public concern over data protection, many U.S. states are now strengthening their own data protection laws. Data protection laws in California and Vermont are some of the most stringent in the country. Furthermore, multiple states have amended their data protection laws in 2018, mostly expanding the scope of protected information and clarifying or adding obligations in case of a breach.

For example, Louisiana is one on the states that has amended its laws in 2018 to provide stronger protections. Act 382 strengthens protection for consumers with personal information in commercial database. The Act expands the scope of covered information to biometric data, such as fingerprints, voiceprints, retina scan, iris scan, and other biological identifying characteristics. The Act also requires prompt notice of a breach. If a database containing such information is breached, the company managing the database must notify the relevant authorities within 60 days.
Act 382 also has a rather wide scope of coverage. Not only does the act cover companies that conduct business in Louisiana, it also covers entities that license or own computerized data of personal information of Louisiana residents. Such “Subject Entities” must implement reasonable security procedures and measures to guard against breaches, destruction, use, modification, and disclosure. Subject Entities must also ensure that personal information is destroyed in a sufficient manner to make the information unreadable or undecipherable. These changes mean that businesses that fall under the scope of the law must take care to ensure that their data protection practices meet the law’s requirements and that they have a plan in place in case of any breach of personal information, notes Mr. Wallace.

PASADENA, CA, US, December 27, 2018 /EINPresswire.com/ — With hundreds of thousands of spectators expected to attend the 2019 Tournament of Roses Parade and game, Pasadena Police and security executives are calling on the latest in vehicle mitigation technology to protect crowds.

For the first time, Pasadena Police are extending the use of Meridian Rapid Defense Group’s Archer 1200 portable vehicle barrier to key areas around the perimeter of the parade. The engineered steel barrier was successfully used last year at the main entrance of the Rose Bowl Stadium. Deployments this year have been expanded to multiple locations. They can be seen by the public at the Rose Bowl Stadium or the parade route at Colorado and Orange Grove Bridge.

Protecting attendees during the city’s highest profile event is a daunting task – one that is complicated by the mix of pedestrians and vehicles sharing access to many of the city’s streets.

“We will have more than 700,000 people lining the parade route and traveling on foot through the downtown area,” said Pasadena Police Lieutenant Sean Dawkins. “Of course, we are concerned about ensuring that pedestrians and vehicles are safely separated.”

The Archer 1200 barrier is a certified solution meeting both U.S. and European standards of protection. A particular benefit for an event like the parade festivities is that the barriers stop vehicles without impeding the free flow of pedestrian foot traffic.

“It is very important for us to strike a balance,” said Rose Bowl Stadium Chief Operating Officer George Cunningham. “Public safety is our number one priority. The Archer 1200 solution allows us to use state of the art protection and still have the ability to efficiently admit nearly 100,000 visitors into the stadium.”

With hostile vehicle attacks on the rise worldwide, municipal police and security operatives must develop comprehensive plans for any event drawing significant outdoor crowds. Often times, cities must resort to using ad hoc measures that are not tested for effectiveness. These include cement rails and plastic water barriers which are designed to keep cars on the freeway as well as public vehicles like trash trucks, fire engines, and squad cars. The latter poses a significant risk of equipment costs should an incident occur.
