The report release in June 2020 does not take into account a predicted 30% increase in delinquent taxpayers as a result of the COVID-19 pandemic.

The data, aggregated by Brad Westover, NTLA Executive Director and Founder of the NTLA Foundation, demonstrates the ill effects of what a $15 billion budget deficit creates on local governments if no mechanism existed to collect these delinquent taxes. With $15 billion dollars, America could build 333 new high schools or pay 300,000 more high school teachers’ salaries!

Currently, 30 US states sell tax certificates to the private sector, in 2019 alone, over $4.3 billion of lost revenue was recouped to fill local government budgets. These funds go directly to fund public schools, emergency services, etc. More cash-strapped states and local governments will turn to tax sales to avoid defaulting on their obligations or cutting school funding.

On July 7, 2019, Larry Durden was working for Amazon and delivering a package to a home in Burnet, TX. Per Amazon’s delivery policy, Larry was required to leave the package at the front door of the residence. He entered through the front, chain-link gate of the residence and began walking towards the front door when he heard the Defendants’ dog growling on the outside of the gate behind him.

Shortly thereafter, the dog was able to access the fenced in front yard where Larry Durden was located by going through the open garage on the Defendant’s property. The dog began charging towards Larry, and he turned to run away from the dog by jumping the fence. After he jumped the chain-link fence, he fell and sustained serious injuries.

The petition was filed in the 424th district court in Burnet County. The cause number is 50191.

CCHR Applauds State Acting on African American Teen Psychiatric Restraint Death

LOS ANGELES, CALIFORNIA, UNITED STATES, June 30, 2020 /EINPresswire.com/ — The Kalamazoo County, Michigan Medical Examiner’s office has ruled that 16-year-old African American Cornelius Frederick’s death following a restraint procedure at Lakeside Academy, a psychiatric facility, was a homicide. Three staff have been charged with involuntary manslaughter and second-degree child abuse. Two were also accused of restraining Frederick in a “grossly negligent manner,” Kalamazoo County Prosecutor Jeff Getting announced.[1]

Citizens Commission on Human Rights International (CCHR), a 51-year mental health industry watchdog group and Rev. Frederick Shaw, head of the NAACP Inglewood-South Bay Branch, commended authorities and Michigan state agencies for quickly acting on the death. On April 29, 2020, Frederick, a ward of the state since age 14, was physically restrained at the Sequel Youth & Family Services-owned residential psychiatric facility that treats foster care and other children with behavioral issues. Frederick went into cardiac arrest while being restrained by staff, allegedly after throwing a sandwich on the floor and becoming unruly. According to the family’s attorney, Frederick started yelling, “I can’t breathe!” before passing out. Thirty hours later, he was dead.[2]

The Michigan Department of Health and Human Services (MDHHS) has terminated its contract with Lakeside and started the process to revoke its license.[3] MDHHS Director Robert Gordon issued a statement on June 22 that “we will not rest until we have changed the system that allowed his death,” and MI Governor Gretchen Whitmer has directed actions be taken to correct the system.[4] MDHHS said it “will change its policies to forbid the use of physical restraints in all its licensed and contracted facilities.”

Shaw, who recently started a Task Force against racism in the mental health system, comprising African American doctors, psychologists, ministers, attorneys and advocates, said he will present evidence to members of the Michigan Black Caucus to support a ban on restraint use in all state and private psychiatric hospitals.[5] He cited a Journal of Contemporary Criminal Justice article that said following the civil rights movement, stereotyping or falsely profiling Blacks as criminals became so pervasive that any “young Black male,” could be seen as potentially violent or disruptive.[6]

“This indoctrinated mind-set has to change. The tragedy of Cornelius Frederick raises concerns about institutional racism in the mental health and foster care/juvenile detention systems. African Americans are over-represented in restraint-related deaths of children and adults with disabilities and are racially stereotyped as violent—a throw-back to eugenics—which can predispose them to being drugged and restrained more,” Rev. Shaw said.

CCHR worked with others to obtain reforms to federal regulations regarding restraint use in mental health facilities following a Hartford Courant series on restraint deaths in 1998 that led to a Congressional Hearing on the issue. Jan Eastgate, president of CCHR International, said it’s time for a complete overhaul of the potentially deadly practice, not just in Michigan but nationwide.

She said patients can often be affected by psychotropic drugs that can induce violent behavior leading to them being restrained and this should be investigated in any restraint death. The Center for Medicare and Medicaid Services (CMS) regulations say that “a patient may experience a severe medication reaction that causes him or her to become violent.”[7]

Shaw adds that an investigation should also determine if Michigan psychiatric facilities are excessively prone to using restraints against African Americans and minorities and also on foster care children entrusted to these facilities’ care.

CCHR cites cases such as the U.S. Supreme Court which held that patients, even those who are involuntarily committed, have constitutionally protected liberty interests.[8] Testimony in another case suggested that Restraint and Seclusion (R&S) are often used “reactively and inappropriately” by staff.[9]

The Journal of the American Academy of Psychiatry and the Law addressed restraint deaths saying patients’ basic constitutional rights, such as life and liberty interests and freedom from cruel and unusual punishment or unnecessary bodily restraints, are protected. “Violation of any of these rights may be grounds for damages in a case involving R&S,” the journal reported. Further, “because risks to patients can be severe, some scholars advocate the complete elimination of R&S.”[10]

CCHR agrees with the elimination, saying that too many psychiatric restraint deaths are excused as an unfortunate but acceptable outcome in behavioral hospitals, and therefore, immune to prosecution. There’s an inequity in the law, it says. Shaw says, “Frederick’s death is an example of systemic abuse and institutional racism that pervades the psychiatric-behavioral industry nationwide and should be held accountable—judicially and legislatively. Right now, Michigan could lead the way to potential effective reform.”

CCHR also calls on people to support the Michigan Center for Youth Justice online petition to get Justice for Cornelius Frederick.[11]

PASADENA, CA, UNITED STATES, June 29, 2020 /EINPresswire.com/ — Police in Arvada, Colorado are taking on a couple of dozen new “silent helpers” to ensure the safety of its citizens.

Meridian Rapid Defense Group supplied the city, the beautiful first-ring suburb of Denver, with 32 Archer 1200 mobile barriers as part of Arvada’s ongoing program to make the streets safer for pedestrians.

Arvada Police Department’s Public Information Officer, Detective Dave Snelling said, “When it comes to the security of our citizens, we strive to be better, we strive to be innovative. With the assistance of Meridian’s Archer barriers, the Arvada Police Department is able to think about this community's safety, so the people don’t have to, because that is our job.”

Arvada purchased 32 Archer 1200 mobile barriers which are designed to solve a variety of security issues. The barriers maintain a safe but discreet environment for crowds. Because the Archer is “drop and stop” ready and requires no heavy equipment, the barriers are easily deployed by one person. They are designed to replace the unsightly old-style wooden and orange water-filled barriers so often used for crowd control.

“When our community asked, we responded,” said Detective Snelling. “With the Meridian Rapid Defense Group’s mobile barriers, we chose one of the best systems possible.”

Meridian CEO Peter Whitford explained because of the COVID-19 pandemic the barriers, originally designed as an anti-terrorist ram-raid deterrent and capable of stopping a car or a truck, recently took on a new role.

“In the past weeks our Archer barriers are now protecting newly created pedestrian plazas around the U.S. where restaurants are moving tables and chairs onto the streets to create safe social distance dining areas,” he said.

Meridian barriers were recently deployed during the riots in Los Angeles to protect major shopping precincts. They are also on the streets of Miami Beach’s famous restaurant row on Ocean Drive providing a safer dining experience.

SAVANNAH, GEORGIA, UNITED STATES, June 29, 2020 /EINPresswire.com/ — One can say Zeke Wilson has been a fighter all his life. He was born in St. Helena Island, SC in 1957, the same year President Dwight Eisenhower passed the Civil Rights Act.

Ezekiel “Zeke” Wilson was the seventh of eighth children raised by a single mom, and so Zeke learned at a very young age that hard work and perseverance were two of the most important qualities needed to move forward in life.

Zeke played football for St. Helena Junior High School and Beaufort High School, and though he was proficient in the sport, he wanted more. He remembered watching a TV sports telecast, showing Joe Frazier about to fight Muhammad Ali at Madison Square Garden in New York City. Something then clicked for Zeke and instantly took an interest in boxing.

So he got to work. The next day he chopped down three trees for posts, dragged them home, set two in the ground and then tied the third across the top. Hanging from the top was a pair of old jeans filled with sand, and thus he created his homemade punching bag.

One day, a man saw Zeke jogging home from work. He stopped Zeke and asked him, “Zeke, what are you doing?” Zeke answered, “Just working out.” The man soon became Zeke’s first boxing manager.

After practicing and honing his skills, at 16 years old Zeke Wilson took on his first true opponent in a boxing match in Savannah, GA at the National Guard Armory. Zeke was matched with Golden Glove and State Boxing Champion. The night before the match, Zeke asked his momma, “What if I lose?” She encouraged him, saying, “As long as you do your best, you can't lose, God will give you what you need.”

When the time to fight came, Zeke knocked out his opponent in the first 10 seconds of the first round.

After graduating high school, Zeke moved to Philadelphia, Pennsylvania. He lived with his sister Frenisee, his Uncle Rufus and Aunt Jenna. Zeke was able to make it onto the Joe Frazier boxing team and spent time as his sparring partner.

Wilson’s book, The Eighth Round, is a true story based his life and the legal battle, which became known as Wilson V. McClure, that became the federal precedent for all legal findings of same race discrimination.

Under the Civil Rights Act of 1964 of the United States, it is illegal to discriminate against a person or persons because of the color of their skin, their national origin, or racial composition.

The story involves a common man who found himself faced with racial discrimination, specifically same race discrimination. It tells of his struggle and triumph, involving important and timely social issues raised through the misuse of authority by both black and white government officials.
