JNC recommends candidates for State Court of Catoosa County and Superior Courts of the Gwinnett and Waycross Judicial Circuits
The Judicial Nominating Commission has submitted recommendations to fill vacancies within the State Court of Catoosa County and the Superior Courts of the Gwinnett and Waycross Judicial Circuits. The vacancy in the State Court of Catoosa County was created by the resignation of the Honorable Ronald C. Goulart. The vacancy within the Gwinnett Judicial Circuit was created by the passing of the Honorable Deborah Fluker, and the vacancy within the Waycross Judicial Circuit was created by the resignation of the Honorable Dwayne H. Gillis.
Governor Kemp will fill the vacancies from among the lists. The Governor’s Office will contact candidates to schedule interviews.

- Douglas Ray “Doug” Woodruff – Solicitor-General, State Court of Catoosa County
Gwinnett Judicial Circuit
- Kathrine M. Armstrong – Chief Judge, Gwinnett County Recorder’s Court
- Veronica H. Cope – Judge, State Court of Gwinnett County
- Jon W. Setzer – Judge, Gwinnett County Magistrate Court
- Robert D. Walker, Jr. – Judge, Gwinnett County Magistrate Court
Waycross Judicial Circuit
- Marilyn P. Bennett – District Attorney, Waycross Judicial Circuit
- William J. (Sam) Edgar – solo practitioner, William J. Edgar, P.C.; Judge, State Court of Bacon County
