Mayor signs three new Transit-Oriented Development Ordinances into law
HONOLULU – The City and County of Honolulu’s Department of Planning and Permitting (DPP) is pleased to announce that three new Transit-Oriented Development (TOD) ordinances have been signed into law by Mayor Rick Blangiardi and are now in effect. The ordinances introduce changes to land use and zoning regulations in East Kapolei to support future development around the area’s rail stations.
The three ordinances include:
Ordinance 26-31 – updated the TOD Special District, including its expansion to cover the East Kapolei station areas.
Ordinance 26-32 – changed the zoning in the same station areas to allow for more mixed uses at higher densities and heights.
Ordinance 26-30 – amended the State Land Use District Boundaries in the vicinity to allow for urban uses.
Together, these ordinances establish an updated land use and zoning framework to support future development around East Kapolei’s rail stations.
